- Encourage all forms of learning and skills development and recognize them within the educational system and the labour market, in addition to creating new high-level options for technical and vocational education and training commensurate with the levels of the National Qualifications Framework.
- Improve the quality of TVET by setting fixed standards for appointing and training of trainers in the sector, harmonizing standards and ensuring quality among all institutions, and raising the level of coordination with the private sector.
- Diversify methods of financing the TVET sector, including encouraging partnerships between the public and private sectors.
- Promote TVET as a golden opportunity for learning from an early age to ensure a decent living.
